idle speed adjustment on 3-carb 96

I just bought a 1967 96 with a 2-stroke and my only two problems are the idle is set too low and the turn signals/hazard lights won't flash.
1. It has a Solex 3-carb setup; where is the idle adjutment screw?
2. Several people have told me that the flasher should be behind/under the dash...where EXACTLY should it be (itnmay be missing) so I can get it replaced.
My experience is with Sonetts and V4's -- this is my first 96 and my first 2-stroke -- it's a joy to drive! Can anyone help!
