Almost without a doubt it's the freewheel not locking up. First , pull the freewheel control lever on the firewall. If it continues, replace the plastic control piece on the top of the gearbox. When last I knew it cost under $6.00. If it continues, yank the box, pull off the bell housing and put a spacer made out of steel (1" waterpipe works fine and will cost $1.00) with a length of 25.5 to 26mm between the clutch shaft center bearing and the sliding freewheel hub. You can remove the freewheel shiftfork. Use permatex "ultra-grey" or "Yama-bond" ( from your local Yam-aha dealer) as per direction to seal things up and heave it back in. Would be smart to have a peek at the clutch disc, pilot bearing and release bearing while yoiu have the engine out.
