Hey Jarrald,
I'm about half way up the state of Vermont, on the West Coast as we say (Lake Champlain). Let me know when you visit your sister again- I have two Sonett III's. And I HATE the big bumpers because I think it ruins the look. My '73 does not have ANY front bumper and I think it looks great. My '74 has a custom made tube bumper that does give it a more finished look, but doesn't spoil the front end lines.
As to what you get for $4K...should be relatively rust free or the rust repaired. Should be a decent running car with only minor problems. Fiberglass should be in good shape as should the paint. IE, a good running car that you can drive home a $100 miles. No show winner, unless you get lucky.
How tall are you? Sonett's have very small cabins! Much over 6' and your head will brush the ceiling. Also know that owning an almost 40 year old car has it's challenges. Stuff goes wrong all the time, whether you drive it or not. Parts are generally not hard to come by and hopefully, you can do most of the work yourself.
