The higher-amp fuse won't blow the bulbs. In fact, even bridging the fuse with a wire won't blow the bulbs either.
The risk of using a higher-amp fuse is *IF* you were to have some other problem & get a short-circuit, it's not protected. So rather than blowing a fuse, it'll overheat a wire somewhere in the wiring harness & maybe melt the insulation or start a fire. Sounds like that didn't happen...
Instead of the foil, my first thought would be remove the bulbs & bend the metal tabs inwards to get back the tight contact that they're supposed to have (careful you don't break them). Burnish the contact points on those tabs with a pencil eraser if they're grungy or corroded.
PS - Put some heatshrink or tape on the connectors for the bulb 2nd from the left of the photo. (I guess that's 2nd from the right-side of the car)
