low compression

I noticed a loss of power while on the interstate, and some mild backfires at speed. I did a power balance test, and #4 was putting out no power. I then ran compression on #4 and found 30psi. Hoping it was something with the valve train rather than a burned valve, I removed the cylinder head cover. The exhaust valve had zero clearance and as such was not closing fully which most likely cause it to burn up. Any idea why the clearance would be so low. Is it possible the valve seat wore out, and as such the valve could no longer seal? I always wondered as to how well the lead additives worked.
As such, I readjusted the valve train to book value, and am going to re run compression, but it is probably too late. If it doesn't seal due to a burned valve, I have the following questions:
1. Can one get seats that will allow the use of unleaded?
2. Is Northern Power the best place for parts?
3. Is it worth just doing cylinder heads, or as I've heard, is it better to overhaul everything due to age of the lower end?
