A bad ground or poor connection *anywhere* in the turn signal system (such as in one of the turn signal lamp circuits or sockets) will keep the dash light from blinking even if the turn signals themselves are working. Same thing if somebody has replaced a bulb with one of wildly incorrect amperage.
The dash light is wired up in some funky analog-logic way so that if one of the turn signal bulbs burn out, the dash light will warn you by not working. But this also means that if there's any ill-health anywhere in the bulb circuits, the dash light will go AWOL.
You can try working your way around the car, wiggling wires and cleaning sockets, until the light starts working (don't forget to check the instrument-cluster ground under the dash, too.) Or you can just learn to live with it and remember to check the actual turn signals regularly to make sure they're working.
Mine is particularly irritating: when I turn on the turn signal, the dash light will START OUT blinking, but then sometimes after a few seconds it will stop, even though the signals are working OK. I figure somewhere I've got a connection or socket that's getting overheated by the amperage, but haven't bothered to track it down...
