You can patch the floors as long as there's plenty of sound metal around them so you have something to which to weld. The easy way to do this (which I haven't tried personally; seems I always wind up doing things the hard way!) would to cut out the holey area plus some surround, using a cutoff wheel; then take it to a sheet metal fabricator to have a new piece made; they'll be able to duplicate the channels in the metal and put a flange around it so you can drop it in from the top and have it stay put. Then you MIG-weld around the edges, apply seam sealer, paint, and you're done. (When I did this, I formed my own channels with a bending brake -- difficult and not as neat -- and butt-welded in the pieces. It works, but looks kind of messy -- wish I'd let a fabricator make the pieces!)

The rockers are more of a project. You can patch a hole or two... but if there are a few holes now, there are likely to be more soon, as these rust out from the inside and the Rust Trolls probably are already munching away at lots of other spots. If you've got time, patience and the facilites, you're probably better off replacing them, especially since pre-formed replacements are readily available. I need to do this but haven't yet, so can't give you any practical advice other than what I've heard, item #1 of which being that you have to brace up the car while cutting out the rockers, as they provide a lot of the chassis' bending strength!
