I had a similar problem with my 68. Replacing the cable(the outside housing was coming apart) didn't fix it so I went with Spiv's suggestion and installed a bicycle speedometer about 2 years ago. Works great and had all kinds of other useful functions. About 4 months ago I opened up the speedometer and found a lot of oil inside the stainless steel wheel inside. I cleaned it out and reassembled. The bouncing completely stopped but reads a pretty consistant 6 mph slow. It could be that it requires "some" oil. It could also be because I run 195/60 tires. The diameter is pretty close to stock. Anyhow I left the bike guage in for the extra functions and use the original for speed. More readable and if I stay close to speed limit according to the guage I'm within my normally nonticketable 6-7 miles over.
