As far as the gearshift not triggering the reverse lights, there are two things I can think of that I've experienced in my car. One is that there is an adjustment for the whole gearshift assembly to slide it forward or back. Loosen the bolts that hold it down and you should be able to slide it closer to the reverse light switch. The other problem is that sloppy shifter bushings can cause your shifter to not sit tight against the switch. Holding the gearshift back tight against the switch with your hand should cause it to activate your backup lights.
I'm not quite sure I understand your problem with the lights working with the key off and not working with the key on, but one thing comes to mind. Most of these cars have probably had the switch for the headlights that is activated by the headlight rod assembly replaced with a different switch as the original is no longer available. Check your switch, the original only had two terminals. The replacement switch might have three terminals, with one circuit being a normally closed position and one being a normally open position. If this is the case try switching it to the other position.
