9000 cooling fans and high beam

I have a 1987 9000T which I recently noticed that the cooling fans aren't
kicking on at all. At the same time the high beams stopped working. Do
the 2 circuits share any wiring?
At first one high beam fuse was blown and replacing it got one to light up
again. The new fuse blew quickly. The other light's fuse was ok but still
didn't light up (bad bulb maybe).

I have noticed some wire insulation cracking off some of the exposed wires
in the underhood harness (including the 2 leads that go to the cooling fan)
I haven't yet jumped the fan motor to see if that works but is what is the
best way to trace the short or find the bad contact? Where is the relay?
Is it sharred with the second cooling fan on the AC circuit?
