Verify that there is no wax or other obstructions to the jet nozzle on the windshield. SAAB has these plastic check valves that suppose to maintain fluid/pressure on the lines leading to each nozzle, when they fail eventually the line drains out completely and therefore when you activate the washer, while you are pumping fluid up to these now empty lines your headlight washer is vigorously emptying out your reservoir. You can get these parts easily at your local dealer.
