What are you trying to test, and is it a 900 8-valve or 900 16-valve ?

This would indicate that you have a 16-valve (?). The LH fuel system ECU is indeed in the front passenger footwell, behind the carpet. The left fender ECU is the EZK ignition ECU, or the APC (boost control) ECU if you have a turbo.

This doesn't make any sense. The 16V fuel pump relay is above the LH ECU, inthe front passenger footwell behind the carpet. The 8V fuel pump relay is inside the main fuse box.

If fuse position #30 is indeed the correct psition for the fuel pump fuse, then it'll be getting power on one side as follows:
16V: from the LH fuel pump relay, which is grounded by the LH ECU only when this ECU receives a tach signal, i.e. only while the engine is cranking or running.
8: from the fuel pump relay in the main fuse box, only while this relay is receiving a tach signal, i.e. only while the engine is cranking or running.
To test the fuel pump, you do the following:
1. Identify the fuel pump fuse position. 2. Determine which side of this fuse position runs to the fuel pump in the trunk. Call this terminal A. 3. Identify the hazard light fuse position. 4. Determine which side of this fuse position is always live. Call this terminal B. 5. Connect a jumper wire between terminals A and B. The fuel pump should now be receiving battery voltage on one of it's terminals, and if it's good, you should hear the pump running. No matter what your pump setup is, you can run it this way for as long as you want without hurting it.
Alternatively, drag a battery to the back of the car and hit the pump terminals directly with battery power. If you have a 2-pump system (rubber bellows around the pump), run the main pump for a short time only. If you have a 1-pump system (round plastic panel with large screw-collar securing it to the tank), you can run the pump this way as long as you want.
Either way, do invest forty bucks in a Bentley manual for your SAAB. It contains many useful wiring diagrams, and better troubleshooting procedures than the Haynes.
