In my general experience, though not specifically with your particular model, the bouncing from zero to fifty is caused by the speedometer cable chafing against the tube it travels inside, typically because it has model, the bouncing from zero to fifty is caused by the speedometer cable chafing against the tube it travels inside, typically because it has frayed or kinked somewhere in preparation for snapping. Then, some time after this, the cable typically snaps, which is what it looks like has happened in your case. You can probably fix your speedometer problem here by replacing the cable. Make sure there's plenty of lubricant in the new cable before you install it. Some cables (I'm not sure about Saab's) come pre-lubricated.
