The front calipers were so rusted that there wasn't enough physical movement with the cable/spring/caliper connection (I suppose the spring at the caliper can't release the brake pads since the cable to the hand brake is slack even when handle is pulled all the way up). There's a way to tighten the cable from the left side of the parking brake base, but you shouldn't do that if the calipers need to be freed first. Be wary of rebuilt replacement calipers -- I've had two failin less than a month of use (one in our SAAB, other in a Toyota truck).
