The ABS system NORMALLY does take up to a minute for the ANTI and BRAKE
light to go out as the system builds pressure and runs through the self
checks. It undergoes another series of self checks when you hit 20 km/hr
to verify the wheel speed sensors. You can verify this by getting in the
car and pumping the brakes until the pedal gets noticeably harder.
Switch on the key and the lights will be on. Listen carefully and you
can hear the pump run. As soon as it stops running, or just before it
stops running, you'll see the lights go out as the pressure switch is
satisfied with the pressure in the system.

The one who feeds you the line will be the one who takes your money to
'fix' the light coming on during the first 30 secs of starting the car
after it sits a while. Only fix would be to remove the bulbs, then you'd
have no idea if the system was working or not, before it was too late.
