the only damage not fixing your rack might cause is arm strain, or possibly a traffic fatality (the Honda you run into, not you, being in a SAAB). the mechanic who told you it would be double if not fixed on the spot, was probably just tired of people complaining about prices that day. a rack is a rack. whether it goes now or later, the costs associated with the remedy are the same. price of rack, labor to install, front alignment, some fluid, possibly a hose and/or tie-rod ends. 700-800 is in the ballpark, but twice that is too high.
if the steering seems hard, and 'heavy' even with the fluid topped up, it's probably the rack. but if you are just losing power steering from running out of fluid, it may be another story. the leak could be at the hose connections at the fluid resevoir (common 9000 problem), the hoses themselves leaking (somewhat common) or the power steering pump itself puking out the rear seal. (fairly rare.) normally the rack itself leaks at the seal where the steering column connects to the spindle sticking out of it. you can look down the firewall and see if that's wet yourself.
of course the rack could not be leaking and STILL be bad internally. in fact, that's usually the case on 9000's. you may have a leak in the system AND a bad rack... good luck!
