Need Help with Emission Test

I recently moved to Connecticut where they have dyno emission testing. Although my '86 900S (16-valve) is well maintained, it failed on Nitrogen Oxide (NOx) - about twice the permitted level. I replaced the O2 sensor and went back, only to fail again with little improvement. I took my car to one of the 'state emission certified' garages to see if they could figure out my problem. They told me that everything checked out and that they couldn't find a problem. They said that the cat was increasing temp 100 degrees from front to back - the way it's supposed to. However, they said that the front section of the cat that breaks down NOx may not be working and that I could try replacing the cat. I went ahead and had them do this repair because it's also the only thing that I could think may be a problem. I'll take the car back to test it again this week.
Have any other of you had similar problems with your cars? Is there a way to lower combustion temp to reduce the NOx gases? I'd appreciate any help offered. Please reply to me directly as I'm not on the mail list. Thanks
