Its a bad earth or broken wire fault. I had a simular problem on my 83 900T. I'm in the process of restoring it after some drunk uninsured dickhead ran into the side of me as I overtook him. He indicated left and turned right into me. Just waiting for the weather to warm up to finish off with a coat or two of paint. I had the doors off the car and a rat had taken residence under the back seat and had chewed through the wires to the backlight cluster. this caused the brake lights to be on permanantly even with the ignition and light switch in the off position. -- Mark Trudgill..
