Found the cause of the problem over the weekend. I had received the Bentley manual that I ordered last week, and it contained the schematic for the passive belt system. Upon tracing through the wiring I found that one of the wires had pulled out of the connector under the drivers seat. The system now works well! Thanks to everyone, for all of the help. BTW, am very impressed with the Bentley manual. Short of spending hundreds for the Saab factory manuals, it is the next best thing.
