My 1991 had the same problem and there are two possibilities. First and hopefully for you is the plastic ring which sits behind your steering wheel. It has the horn contacts in it (and maybe SRS?) and if damaged or cracked makes the SRS light flash. About a $60.00 total at a dealer. The second, and uglier is that it might be one of the airbag sensors in the front of the car. Unfortunately they are not cheap and they must be replaced in pairs. Happy Saabing, Eff J.
