Is the engine actually toast, or is it just the head? The cheapest
thing might be to simply pick up a used head and replace the timing
chain - you should be able to do this for under a $1000 if you're
doing the work yourself.
As for engine swaps, the 2.3l engine remained essentially unchanged
since its introduction, so you can go find a '97 or '98 motor from
another 9000 and install it in yours. You will likely have to use
the intake and exhaust manifold from your car, but don't quote me
on that.
I am not readily aware of anyone who rebuilds Saab engines officially.
In all reality, Saab motors (as opposed to trannies :) are historically
quite reliable and given proper maintenance may never wear out -
especially the 16v models. I would not be hesitant to find a motor
out of a wreck at a junkyard and drop it in... just be sure they're
willing to offer you a 30-day warranty or exchange (etc.) just to be
sure you don't get a motor damaged in the wreck - you'll know pretty
darned quick if there's something wrong with it...
