This behaviour is normally caused by the wire running down the drivers side belt catch breaking. It can be fixed be replacing the catch. I had the same behaviour in my 1990 900 Aero and tried (unsuccessfully) to repair the catch, you have to remove the rubber tube covering the wire to fix it and although it works, it looks ugly as afterwards as the rubber sleeve needs to be cut to remove it. A trip to a salvage yard and it's been good as gold ever since. Be careful when buying a new catch as SAAB seem to have used a huge number of different catches through the different year models and body shapes. I found 4 non-matching catches before I found one that suited my car.
