I had an 88 900 that had a similar problem. I found the automatic seatbelt motor relay, or some related component, was hanging up when shutting the car off. The result was the belt did not fully retract or a relay stuck. Was intermittent. Disconnected the seat belt electrics and the problem was solved. I was able to confirm this through troubleshooting current draw from the battery. Led right to that circuit. Removed the auto seat belts (which I hated anyway) with manual shoulder straps from a similar model. It may be worth a look at.
