Could the waste gate be seized? Whether the APC system is working properly or not, it is the waste gate which ultimately controls boost pressure. If it has seized then whatever the APC system tries to do, it will always overboost and you'll get the overboost protection cutting in, which is the ECU killing the power to save the engine, this is the 'jerking' you get from the engine.
