No such thing as 'surface rust' at the bottom of a door. Surface rust means
that the paint has been removed and the metal has started to rust on the
outside. If it bubbles from inside, it is 'tin worm' and it is worse that it
looks, for now anyway. I also vote to replace/repaint a set of used doors in
better shape.
