I think the main reason not to reuse them is that the threads on new bolts are slightly different than the threads in the head. Thus they go in a little tight and this keeps them from working loose. I'm sure they stretch as well. When reusing bolts, LOCTITE is applied after thorough cleaning to achieve the same effect. If retightening the head bolts fixed the problem, then at least they will need to be retightened periodically and at worst you will need to have the head removed and milled and a new gasket. Might as well do the valves while you're at it. Charles.
