I have one doing the same thing but I'm pretty sure the little fan is bad since it makes odd noises when the ACC is regulating (or attempting to). It's just one of those things I haven't got around to fixing yet. Especially since I have the engine stripped down to parade rest for timing and balance chains right now... ACC regualtion seems a bit minor in comparison right now.
