I have a 2002 9-3 auto. Though my car isn't your year, it is a 2.0 liter. For my car, I have noticed the best way to get better gas milage is to accelarate and brake smoothly, keep up on service (oil and filter changes), don't drive above 75 mph, and engage cruise control on the hiway. Cruise is a very useful tool in getting a better gas milage number. Using cruise returns 26.5 to 27.5 mpg for me. I recieve good mpg numbers during spirited driving...21 to 22 mpg.
