Having been selling and salesmanaging for 30 years now, in my experience, any car can have a steering column lock stick.
If you are experiencing this with your new 9-3SS, and it happens more than once, then you definitely do have an issue solved by the dealer/Saab replacing the column lock. I've had this happen once to a 2003 9-3SS, but that's the only time I've experienced it out of dozens and dozens of 9-3SS'.
If it takes the dealer more than 4 tries to fix it, or they have the car a total of 30 days hostage in the service department, then you can expect a new car from Saab, that's the threshhold where you're consumer rights take over.
"SCL" I got, steering column lock, but "CIM" stumped me.
