I am a SAAB Service Manager. If my answer seems biased keep that in mind as you read my response.
It is not required that you carry the car back to the dealer for this service. My personal opinion however is that it is a fair price you've been quoted. If it is done at an authorized dealer he is also able to resolve any warranty issues he may find since 70% of the service is inspections anyway. You may find that spending the money at a dealer now can reap benefits down the road ... remember, the CPO warranty does not last forever. Would you rather be recognized as a loyal customer or strictly a warranty customer? Sometimes there are gray areas in warranty coverage and decisions have to be made as to whether it is a justified claim or not. Most service managers don't play games with these types of judgement calls, but when in doubt a truly loyal customer may get the benefit of doubt quicker than a strictly warranty customer.
