I am surprised you would have much rust in CA after 2 years, or that the lug nuts would not be covered. I would say call the Saab help line, don't rely on one dealer.
The basic working parts of a 9-3 are not that different from a 94-98 900, I think the "new" technology is more in the engine computer and extras on the car. Not much new in brakes and wheels.
It took 8 years of road salt for my rear calipers to rust to the point one of them stopped working. See link to my other post and pictures. I did not realize my car (1996 900SE ) required special care to maintain the calipers and seals.
Once you find out what needs extra maintenance on the car, the job is not that difficult. The Saab 9-3 is not that different in that respect from other cars in its class.
