I presume you are referring to the fine mesh screen on the pickup on the 9-5/C9-3/NG900/9000 models that tends to collect sludge particles, caused by PCV issues. No this engine is an entirely new, clean sheet design, albiet one over which Saab engineers had major, major influence. It benefited from GM's resources and experince in manufacturing (lost foam aluminum casting, cast-in iron sleeves) and energy saving technolgies (roller cam follower, aerodynamic crank counterbalance weights). And it is made in two continents and used in three. There just haven't been the kinds of problems that have plagued Saab engines over the years: head cracking (8-valve "B" and "H" motors), chain failures (1990-1994 9000 and NG900), head gasket problems (1990-1993 900, 9000), sludge (C9-2, 9-5), and DI Cassette failures (actually all up through 2003, except 9-3SS).
The PCV issue was (from what I've read) an interesting sequence of "unfortunate events". It began with the decision to use "low tension" piston rings on the 9-5 4 cylinder engines for better fuel economy, which increases blow by and requires a more capable PCV system. The system that was designed for the 9-5, and you'd think they'd have known this before they started, turned out to run afoul of US Emission Standards. They used a solenoid valve controlled by the car computer to switch the PCV routing depending on whether there was vacuum or positive pressure in the intake manifold, but according to regulations, any electronic controlled emission device has to be monitored by OBD-II, and OBD-II doesn't have provision for an electronically switched PCV routing. From then, it's been catch-up, with a sequence of piping and checkvalve designs.
