dumb design or good design: dead battery if key left in

Yesterday, my battery died because I left the key in the ignition in the off position. I was distracted while on the cell phone. The car was parked inside my garage.
1. Isn't this a dumb design? What is the explanation for having such high battery drain when the key is in the "off" position?
2. Will the battery drain if the key is in the "lock" position but with the key still in the ignition? If this is true, I will train myself never to turn the car off; always turn the key to "lock" so if I forget, the battery will be good.
