It's been a while (7 years), but as I recall you should be able to get out to your car and at least start it up sometime in the first two to three weeks at OCS. Worst case, you could ask (nicely) one of the Candidate Officers to go out and start it up or drive it around base for you. What you don't want, is once you finally do get liberty to be stuck having to reconnect a battery while you're in your whites! I don't remember anyone having trouble getting their car restarted at Pensacola after a month.
Good luck. OCS is a pain in the rear but you'll get through it if you keep your eyes on the end goal and remember that however bad it is today, it can only last three months.
