The GM 4 cylinder is far superior (IMO) to the tradtional Saab unit. NO head gasket problems, NO chain problems, NO sludge problems, NO DI problems, smoother and sweeter sounding (this could be as much due to the new mounting system as the engine itself). The manual gearboxes are well designed and well sorted out. If you get an '06 4 cylinder manual, you get the same tried and true transmission you had on your 9000s. For 2007 everyone gets the 6-speed manual. The automatic transmissions are ultra-reliable Aisin Warner (aka Toyota) made units.
People in Canada can use their GM card cashback credit for Saabs, but not USA residents. (Same story with Saturn).
The one caution I have for you is the 9-3 is a much smaller car than the 9000 was.
