I bought a 2004 Arc with ~33,500 miles for $15,488 (non-cpo). Buying a 48mo/48k mile GM bumper-to-bumper warranty will cost me ~2,420 which is roughly equivalent to CPO (longer time, but only 98k miles). That's $17,908 total. I also have a parchment interior and the 17", 5-spoke wheels (maybe standard?) and Conti SportContact 2 max performance summer tires.
I test drove a Linear, but would not buy a Linear after experiencing the Arc.
Mine was an early 2004, and the service list the dealer printed showed 27 different items replaced under warranty, on 10 different occasions. Get the dealer to print that list for you. I'm counting on these issues being behind me except for the hand brake which locked on. If it's an early 2004, yours will too unless the handbrake unit was replaced. My list shows it being repaired 4 times previously. My dealer has ordered a replacement unit (there is a TSB on this).
Regardless, I simply love this car.
