Unless you put new tires...that are acclaimed for low noise...then it still could be tire noise. Some tires sound like wheel bearings going out. Even expensive tires can make some unpleasant sounds (that's why I specifically look for tires that don't make much noise...prior to that I had some pretty obnoxiously loud and annoying tires that just make the car sound like a junker...typically I recall the tire noises were worst at 55 to 65 mph..making a noise very similar to your description).

If there are vibrations to go with the noise then (just based on my experience with other cars) it could be a worn suspension bushing, or maybe tie rod ends, wheel alignment, or...as some others have suggested for the 9-3 in particular loose fasteners on the front suspension.

Usually if its something bad the noise will often become worse the more you drive it. Tire noise seems to slowly get worse but usually it is more constant/consistent than mechanical failures. Keep your nose tuned for new smells and perhaps changes in heat generated by the engine.
