I think the system may remember the settings the last time the car was turned off and if you have the button pushed for "auto" climate control then it will be on auto on startup and will blast if the temp setting dials are significantly different from ambient at startup. You could try turning "auto" off before you shut the car down and see if it remains off on next startup (that should head off a fan blast). You could also try adjusting the temp settings before the car is shutdown so they are in the ballpark of what the car is expected to be at on next startup and then dial them back to whatever you like once the car is started (not as preferable an option but it might work).
