Verify that the defroster setting in the SID is set to "manual" instead of "auto". If on auto and conditions require "defrosting" then it will blast.

On my '07 (set in SID to AC off, manual defrost) the car remembers the settings as I had them when the car was last shut off and key removed (i.e., powered down) regardless of the SID settings. So..in the case of the AC off setting, the car will have the AC "ON" when started if the last shut off had the AC on (I'm not sure if there is a timed "reset" after the car has been off for a time but it wouldn't surprise me). Thus, on shut off make sure the AC off button is lit and AUTO button is not lit, defroster is not on.

Unless you are in a cold climate setting temp dials near the blue dot is equivalent to "MAX AC" and if ambient is warmer it will encourage a fan blast if the AC is on AUTO on startup).

The manual is not very informative on all the possible options for the AC system. I had the same fan blast issue early on with my '07 but after a while I figured out how to avoid it and basically without much effort or thought I can get the system to do what's needed w/o a problem.

I generally don't like "automatic" stuff and prefer to set the settings when I need them manually, although I've found that the AUTO AC does work quite well at keeping the temp stable while driving and I tend to use that while driving but just shut the AUTO off and AC off before I turn off the car and get no more fan blasts.
