I'm supposed to turn off my headlights when going through the gate at work too. I can't do it but the guards don't seem to care too much.
As for the switch being useless, if you don't have your headlight switch in the 'on' position, you can't leave your high beams 'on' without pulling / holding the stalk back towards you.
Canadian law requires full-time daytime running lights. Don't mess with it. You know the second you disable them some bonehead is going to run in to you and will claim he didn't see you because you didn't have your DRLs enabled. Your insurance company will not be sympathetic to you.
