It is all in the owner's manual and they are unique and useful.
In the left position, (think of it as the normal daytime position), you have DRLs which at least in the U.S. on Saabs have been same as normal low beam lights. The high beams are flash only (will not stay on high beam when you release switch) which is useful for avoiding leaving them on by accident during day when not needed. Fog lights also will not operate as not generally needed during day.
In center position, the parking light position, should be same as above when car is operating. However, as the name implies this is the parking light position which is for get this--parking! With key out of ignition parking lights say on so you can leave the car with parking lights on while parked as legally required or desired in some situations. This is the whole reason for this position to exist.
In the right position it should be same as left position except now the foglights will work and high beams will stay on when stalk is pulled instead of being flash only.
