Steve,
A few questions, price, driving type, and wheel size. If you have the 15' wheel and you have a middle price range and fairly aggressive driving type go with Conti or Michilen's (sorry about the spelling). Both are great proven tires that you can drive on for some time. If you have the 16' or 17' wheel then think about Yokohamas. Once again they are a good mid priced tire with great handling. Wear may not be so good but you'll enjoy the ride once you hit the country roads. The main thing is get a tire with a nice thick sidewall (At least W) because I've been to DC a few times and the uneven pavement and curbs will anilate thin sidewalled tires. I will say I was low on cash and went with Coopers on my car and was actually very impressed. They held up good, but didn't wear perfectly even. My main advice would be stay away from kumho's. I had a set and didn't like them at all. They were rough and thin sidewalls so I can't reccomend them. If it were me I'd go with Yokohamas (just remember directional V's do not do so well in the snow so get a nice modest tread pattern. And, if you looking to save a few bucks coopers aren't bad. Lastly, think about getting them filled with notrogen. DC has drastic temp differances and I was a skeptic at first but nitrogen really does a nice job of keeping the tire pressure well maintained.
