Even in Washington, DC, if you want the best, then consider regular tires in the summer and snow tires in the winter. If you don't mind reduced winter traction, then get all-season tires for year round use.
With snow tires, the Bridgestone Blizzak WS60 is fairly good.
With regular tires, I have Goodyear Eagle F1 Asymmetric and they are good except they get slippery around 37 degrees F. Test results at tirerack are good.
With all season tires, I don't know as I don't use them. The stock Pirelli P6 4 Seasons are ok, not so bad as people say, but not that great either.
