What the heck are you talking about? I've been a SAAB dealer technician since 1994 and have never heard or seen differant colors for TSBs. TSBs are Technical Service Bullitins. They are intended to help the technician diagnose problems with the vehicle. SAAB never sends out any letters for TSBs. Only Recalls and Service Campaigns (also called Customer Satisfaction Program)
The remote (key) issue was a Service Campaign. Heres the basic info.

Subject: Customer Satisfaction Campaign 15437 Replacing key remotes, 2003-2004 9-3 models
The attached Modification Instructions detail an inspection procedure to identify potential faulty key remotes on 2003-4 9-3 models within the following VIN ranges
9-3 Sport Sedans
31000001-41063612
9-3 Convertibles
46000001-46019651
Letters will be sent to customers in the near future, dealers will be advised when that mailing begins. However, dealers may begin inspecting and correcting vehicles that are in for other service items
MI 283-2536 was the actual instructions for the technician. MI= Modification Instructions (not TSB!). With Service Campaigns, the customer is sent a letter informing them that there is an update to correct a known problem with there Vehicle. Service Campaigns are not Recalls or TSBs and have experation dates. You can still do a service campaign if it was never done, but the customer will need to pay for it if the campaign has expired.
That is why its always a good idea to check with your local SAAB dealer for any service campaigns on your car before they expire.
