Will it be safer than a used Honda/Toyota of the same vintage? Certainly. The down side is that your son will be in a position to maintain a vehicle that is FAR fussier and expensive to repair when things do go wrong. My personal tip as a parent would be to get something slower and more reliable for a brand new driver. After a couple years if he's still interested in a SAAB, has demonstrated the ability to maintain a car and drive like a safe/sane person you should talk about it again.
There's no doubt a 9-3 is cooler than a Corolla, but that should definitely be a secondary consideration for a first car.
