OBD2 is not a reader per see. It is an emission concept used from 1996.
So an OBD 2 reader is a popular name on low cost limited scan tool to read and reset fault codes related to emission problems.
The Tech 2 is also in a sense an OBD2 reader but it is the GM and Saab factory scan tool and it can read and erase fault codes in all systems, not only emission related.
The difference in price is quite a bit. $30.00 for a low cost reader to $3-4000.00 for the Tech 2 all depending on the setup.
I don't know of anyone renting a Tech 2 and the learning curve is quite steep.
But by using the search function here and the NG900/9-3 and 9-5 board you can learn more about the tool.
