EPA changed the calculation for mileage with MY2008.

Starting with Model Year 2008 vehicles, the EPA has changed the tests and calculations for City and Highway mileage. The changes are supposed to reflect current driving styles and should produce EPA estimated mileage closer to real world results. The result is that starting with Model Year 2008, an identical car to a 2007 model will have an average 10% decrease in combined EPA City/Highway mileage rating.
