Do any electrical items work? Interior lights? Parking lights?
Does this car have a battery disconnect switch? Its a switch located on the battery B+ post. They are used to disconnect the battery in case of an accident (deployed airbags) If it does have a switch, make sure you have battery voltage on both sides of the switch. Also if it has the switch, make sure there is not a lot of corrosion caused by a leaking battery post.
Sounds like you might need to tow this car to a SAAB dealership or someone with the equipment to diagnose 9-3 sport sedans (Tech2, CANdi box, security access)
