It just twists out counterclockwise. Neat where they put that stuff huh? You might be better off removing the 8mm headed bolts that hold the bumber skin to the wheel well liners, then remove the plastic pushpins at the top of the bumber skin then peel out the ends of the skin and let it hang so you can remove the headlight assemblies.
