With the T2, under the service menu there is a selection to "force ignition key on". This will allow you to turn the ISM on and allow you to "add" the CIM to the vehicle.
Caution: If the used CIM has been programmed to two vehicles, it will not add to your third vehicle. They can only be programmed to two vehicles. Secondly, do you have TIS2000 or TIS2Web subscription to gain security access to program the CIM to vehicle? Lastly, sometimes trying to add a later year used CIM to a 2003 or 2004 vehicle does not work. If the replacement CIM is new, even a later '05-'11 part number will program backwards just fine as long as you use the online TIS2Web, not TIS2000. (in my experience)
